KNAB again investigates Daugavpils construction authority over bribery and conflict-of-interest suspicions
Latvia's anti-corruption bureau KNAB is investigating possible abuse of office at the Daugavpils Construction Management authority and has already imposed a penalty for a conflict of interest, even after the city's former planning and construction department was dissolved.
The Daugavpils Construction Management authority has once again come under scrutiny from Latvia's Corruption Prevention and Combating Bureau (KNAB), despite the earlier liquidation of the city's Department of Urban Planning and Construction.
Two separate cases
KNAB is currently investigating a possible case of abuse of official position within the authority. Separately, the bureau has already issued a penalty over a confirmed conflict-of-interest violation. The source report does not specify further details about the individuals involved in either case.
Reorganization did not end the scrutiny
After the previous department was dissolved, the Daugavpils city council had pledged that the reorganization would reduce corruption risks in the city's construction oversight functions. The fresh KNAB cases, however, indicate that concerns have persisted even after the restructuring.
New head stresses legality
The current head of the Construction Management authority, who took over largely the same staff that had worked at the former department, commented on the situation by stressing that strict compliance with the law is essential going forward. She noted that inheriting the former team makes adherence to legality a defining principle for the authority's future work.
