Russian forces struck Kramatorsk, a city in Ukraine's Donetsk Oblast that lies in an active combat zone, on Tuesday, 20 October. Three civilians were killed and two more were injured. Later information indicated that the dead were workers at the city's combined heat and power plant who were carrying out their duties.

Details of the attack

According to the Donetsk Oblast Prosecutor's Office, the city was hit at 10:04. The type of weapon used is still being established. The three men who died were aged 42, 47 and 48. A woman and a 38-year-old man were injured, with shrapnel wounds and blast injuries diagnosed. Three multi-story residential buildings in the city were damaged.

A pre-trial investigation into a war crime has been opened under Article 438.2 of Ukraine's Criminal Code, with procedural oversight from the Kramatorsk District Prosecutor's Office.

The victims were utility employees

Roman Polishchuk, director of the municipal utility Kramatorskteploenerho, told EnerhoReforma, an outlet focused on energy sector reform, that the three dead were employees of the Kramatorsk combined heat and power plant, killed in the strike while on duty.

He named them as Andrii Dorosh, a dispatcher aged about 48; Yurii Biriukov, a heating network equipment repair technician aged about 42; and Vitalii Kobtsev, another dispatcher aged about 47. Ukrainska Pravda learned from its own sources that these are the people killed in Kramatorsk that day.

"Three of our employees were killed while ensuring that people's basic needs were met, in an active combat zone. This is a terrible loss. Our sincerest condolences to the families of those killed. These people are heroes," Polishchuk said.
