Russia stated on Friday, June 20, that it is open to dialogue with European countries but will not accept ultimatums. This statement comes amid growing signs that the European Union may resume contacts with Moscow after a long diplomatic pause, according to Estonian public broadcaster ERR.

Kremlin spokesman Dmitry Peskov told journalists that Europeans have a wrong perception that negotiations with Russia should be conducted from a position of strength based on Russia's weakness. He said such an approach leads nowhere. Peskov added that it is unclear whether this stems from European incompetence, disinformation, or stupidity, but it is a fact.

Russian dictator Vladimir Putin has previously stated he is ready for talks with European leaders, but the first step must come from Europe as they were the ones to break off relations. Since the full-scale invasion of Ukraine, the EU has imposed 20 sanctions packages against Russia.

Earlier this week, EU leaders reacted with mixed feelings to European Council President Antonio Costa's attempt to open diplomatic channels with Russia. Several leaders criticized Costa for not informing all member states beforehand. According to Polish news site Rmf24, the contacts themselves, the manner in which they were established, and potential political consequences have drawn mixed reactions. Diplomatic sources indicate that Poland, the Baltic states, and several Nordic countries have warned against trusting the Kremlin.

Costa explained to leaders that he is not conducting any substantive negotiations with Russia but merely maintaining communication channels so that the EU is prepared for possible peace talks. He also noted that Ukrainian President Volodymyr Zelensky has repeatedly called for the EU to become more actively involved in the peace process.
