Russia Recruits African Youth for War in Ukraine Through 'Russian Houses' – Military Intelligence

Ukraine's Main Intelligence Directorate reports that Russia is using a network of so-called 'Russian Houses' in Africa for ideological indoctrination and covert recruitment of local youth to fight against Ukraine.

According to Ukraine's Main Intelligence Directorate (HUR) of the Ministry of Defense, Russia has deployed a network of so-called 'Russian Houses' across Africa, serving as a cover for ideological propaganda and secret recruitment of local young people to participate in combat operations against Ukraine. The network is run by the federal agency 'Rossotrudnichestvo' together with the 'Center of People's Diplomacy,' headed by Russian State Duma deputy Dmitry Savelyev.

The primary targets are African youth, who are subjected to intense ideological indoctrination through screenings of Soviet and Russian films and distribution of censored literature, creating a distorted perception of Russia. A separate track involves preparing Africans for relocation to Russia under the pretext of 'education' or 'employment,' fostering an illusion of a happy life and teaching them Russian.

However, HUR says the reality sharply contrasts with this picture: for many Africans, especially students, a trip to Russia ends with signing a contract with occupation forces and death in assault units on the front lines. The intelligence agency emphasizes that the Kremlin aims to cultivate an entire generation of ideologically loyal Africans to mask the colonial plunder of their countries and use people as a cheap mobilization resource.

Currently, 'Russian Houses' function in Egypt, Morocco, Tunisia, Zambia, the Republic of Congo, Tanzania, Ethiopia, and South Africa. So-called 'partnership centers,' which are not formally state representations but operate under the name 'Russian House,' exist in Burkina Faso, Mali, Guinea, Ghana, Ivory Coast, the Central African Republic, Chad, Equatorial Guinea, Sierra Leone, Somalia, Madagascar, and Namibia.

Moscow plans to open new representations in eight more African countries, including Nigeria, Sierra Leone, Togo, Mozambique, Mali, Senegal, Liberia, and São Tomé and Príncipe. As early as April 2026, HUR disclosed Kremlin plans to attract at least 18,500 foreign mercenaries by the end of the year. In June, Ukraine's Foreign Ministry confirmed that at least 2,965 citizens from 36 African countries have fought on Russia's side. Several African states, including Kenya, Ghana, and Nigeria, have repeatedly demanded explanations from Moscow and an end to illegal recruitment, but the Russian Foreign Ministry continues to ignore these demands.
