Russia sounded no alarm during drone attack on Moscow — analysts point to elections as motive
During the largest Ukrainian drone strike on Moscow since the war began, Russian authorities did not activate air raid sirens or warn residents, reportedly to avoid disrupting elections. Three people were killed and over 40 injured.
On Saturday, September 20, Ukraine carried out its largest drone attack on Moscow since the start of the war, yet Russian authorities did not activate air raid sirens or send warning text messages to residents about the incoming threat, according to the outlet "Dialog".
Moscow Mayor Sergei Sobyanin stated that city defenses shot down more than 1,600 drones, including roughly 450 in the Moscow region. Russian officials confirmed three deaths and more than 40 injuries, including six children. The attack also struck a Gazprom Neft oil refinery in the Kapotnya district of Moscow.
Residents complain about the silence
Residents of Moscow and the surrounding region publicly complained that no warnings were issued despite such alerts reportedly being sent during previous, smaller-scale attacks. Mobile communication services in the region were also restricted, making it harder for residents to obtain information about what was happening.
Elections cited as a possible reason
The Institute for the Study of War (ISW) suggested that Russian authorities may have prioritized the uninterrupted conduct of elections over resident safety, which could explain why warnings were not issued in time. Analysts also pointed to Sobyanin's own remarks, in which he described the attack as an attempt to disrupt the elections while stressing that it had failed.
Following the attack, Moscow residents appealed to authorities demanding timely public warnings about threats and information on available shelters. Meanwhile, comments were later disabled on the Telegram channel of Moscow region governor Andrei Vorobyov.
