Russian military rehearses mobilization scenario in drills, WSJ reports

The Wall Street Journal, citing its own sources, reports that Russia's armed forces conducted exercises in one region specifically testing the military's readiness to carry out mobilization measures. The drills also examined the ability to deploy mobilized personnel and ensure their supply and equipment.

Representatives of Western intelligence services cited by the newspaper say similar exercises are taking place in other Russian regions as well, without specifying locations.

A possible new mobilization wave

Sources emphasize that the drills should be seen as preparation in case Russian authorities decide to announce a new mobilization wave. At the same time, they note that no such decision has been made yet, and mobilization is unlikely to be declared before the parliamentary elections set for September. Experts consulted by the newspaper acknowledge, however, that it remains unclear what practical consequences such a decision would have if announced in autumn.

Reports about a potential new mobilization wave have circulated since late June, with outlets including Meduza covering the topic repeatedly. The most widespread version suggests mobilization could be announced after the September elections.

Russian authorities deny any plans for a new mobilization wave. However, they issued similar denials before mobilization was declared in autumn 2022. Notably, no official order has ever been issued formally ending that 2022 mobilization.

Amid the spreading rumors, the human rights organization Kovcheg, which helps Russians leave the country, reported a sharp rise in August in interest about emigrating from Russia.
