Russia’s National Guard proposes amendments adding ‘martial law’ and ‘mobilization’ to its civil defense rules

Russia’s National Guard (Rosgvardia) has published draft amendments to a 2018 order on civil defense measures, as reported by the independent investigative outlet Agentstvo. The proposed changes aim to explicitly include references to martial law, mobilization, and wartime.

The current order provides for advance measures to protect National Guard personnel, civilian staff, and their family members. The amendments would specify that protection is needed “from dangers arising during mobilization, during martial law, and in wartime.” Additionally, the evacuation clause would be expanded to cover military personnel and agency staff, not just civilian employees.

The explanatory note states that the amendments are necessary to bring the order into compliance with the Law on Civil Defense, which was amended in 2025. These proposals emerge amid rumors of a new wave of mobilization. According to Meduza’s sources, the authorities are being forced to consider a new mobilization because the number of people willing to serve under contract is declining in Russia.
