Russian Strikes on Energy Sites Leave Consumers Without Power in Kyiv and Eight Oblasts
Russian forces again attacked Ukrainian energy facilities overnight into 21 October and in the morning, leaving some consumers without electricity. The Ministry of Energy also reports new outages in frontline and border regions.

Russia struck Ukraine's energy infrastructure again on the night of 20–21 October and on the morning of 21 October. According to Ukraine's Ministry of Energy, the attacks targeted facilities in the city of Kyiv, as well as in Kyiv, Volyn and Odesa oblasts. The war in Ukraine continues, and the country's energy system remains a regular target.
Impact on consumers
As a result of the strikes, some electricity consumers in Ukraine were left without power. The ministry says repair work is still under way in Ternopil and Khmelnytskyi oblasts following earlier attacks on energy facilities. Energy workers have managed to restore electricity to most of the consumers who lost it in those regions.
Frontline and border regions
The situation remains particularly difficult close to the front and in border areas. Ongoing attacks and hostilities have caused new power outages in Zaporizhzhia, Kharkiv and Kherson oblasts.
What happened earlier
Overnight, Russian forces also hit transport infrastructure in Chernihiv and several critical infrastructure facilities in Volyn Oblast. Those attacks left more than 5,000 consumers in the Lutsk district without electricity.
