PM Kulbergs Questions State Funding for NGOs Involved in Lobbying
Prime Minister Andris Kulbergs has publicly criticized the current system of state funding for non-governmental organizations, questioning whether groups that represent members' interests and meet with officials and politicians should receive budget money for doing so.
In mid-summer, Prime Minister Andris Kulbergs of the "United List" party publicly criticized the existing procedure for financing non-governmental organizations (NGOs) in Latvia.
Kulbergs raised a fundamental question: should organizations that represent the interests of their members or of particular social groups, and whose activities include meeting with officials and politicians, receive state budget funding for such work.
His remarks draw attention to a broader issue — the principles and criteria used by public authorities when evaluating NGO applications for funding, and whether all organizations are held to the same standards regarding measurable results and the frugal, responsible use of allocated funds.
The debate over the role of NGOs and their financing is not new in Latvia. Civil society organizations regularly take part in legislative processes, provide opinions and represent the interests of various population groups in dealings with state institutions. Still, the prime minister's public stance suggests that the government may be reconsidering the principles currently used to decide on state support for such organizations.
It remains unclear whether, or in what form, Kulbergs's criticism will lead to concrete changes in the regulation of NGO funding, or to the development of new, unified criteria for all organizations seeking public financing.
