Kulbergs admits: Shelter system in Latvia is a complete failure

Prime Minister Andris Kulbergs (AS) admitted to journalists today after an emergency government meeting in Latgale that the issue of shelters under the current system in Latvia has failed. He described the situation as catastrophic.
The remarks came in the context of the signing of a loan agreement under the EU's “Security Action for Europe” (SAFE) instrument, which provides Latvia with €3.497 billion for strengthening defense and security capabilities. However, when it comes to shelters, Kulbergs was blunt – the existing system cannot ensure the safety of citizens.
The emergency government meeting took place in Latgale, focusing on regional security issues. Kulbergs' admission highlights serious shortcomings in civil defense infrastructure. A specific plan for improvement has not yet been announced.
