PM Kulbergs Proposes Authentication Requirement for Access to Officials' Income Declarations

Prime Minister Andris Kulbergs (AS) has put forward a proposal to assess whether an authentication system should be introduced for accessing income declarations filed by state officials. Such declarations are currently publicly accessible, but the prime minister believes it is worth considering an additional identification requirement before users can view the financial information officials submit about their income and assets.

Kulbergs called on the responsible institutions to carefully evaluate the feasibility and consequences of such a change. He stressed that the matter requires detailed analysis before a final decision is made on whether, and in what form, an authentication requirement would be implemented in practice.

Income declarations filed by public officials serve as a tool that allows the public and oversight bodies to monitor officials' financial standing and any changes to it, as well as to identify potential conflicts of interest. Access to this kind of information is currently organized differently across countries — in some places the data is fully open without additional registration, while elsewhere access is restricted or requires identification.

The prime minister's proposal can be viewed in the broader context of the ongoing discussion about balancing transparency with data protection. On one hand, free access to declarations supports public trust and allows journalists, researchers and citizens to scrutinize officials' conduct. On the other hand, an authentication requirement could help track who views specific declarations and how often, potentially reducing the risk of data misuse.

It remains unclear when, or whether, the proposal will be advanced at the legislative or administrative level. The institutions responsible for maintaining the register of officials' declarations and setting the conditions for access are expected to consider the matter further.
