Culture Minister Warns of Severe Pay Crisis in the Sector

Culture Minister Nauris Puntulis (NA) said in an interview with TV3's "900 sekundes" program that Latvia's cultural sector is facing a severe wage crisis, one that would persist even if current funding levels were maintained. He said sector funding will be a top priority when planning the 2027 state budget, calling it a major challenge for whoever holds the culture minister post in the next government.

Risk to state enterprises

Puntulis warned that if the issue is not addressed, state-owned cultural enterprises will suffer first, as they risk losing technical staff. He said these workers can no longer be retained simply through enthusiasm, which has long been a foundation for much of the sector's operations. The minister voiced concern that the private sector could simply outbid state institutions for these specialists.

Funding sources still unclear

Asked about possible funding solutions, Puntulis said it was still too early to discuss specifics, since the government has not yet received detailed information about next year's budget. Asked whether raising ticket prices for cultural events could be one solution, the minister said no. He explained that Latvian residents have relatively low purchasing power compared to foreign tourists, and that current ticket prices have already reached their maximum acceptable level.

A long-standing problem

Cultural institutions have long cited difficulties retaining specialists and attracting new professionals as one of their most pressing problems. Puntulis stressed that the core challenge is pay, which lags behind the general labor market for many positions in the cultural field. He previously mentioned having met with several heads of state cultural institutions to discuss ways to support and motivate sector employees.
