Latvia to Urge Swift Implementation of EU-Level Projects for Eastern Border Reinforcement at European Council
The Latvian Foreign Ministry states that Latvia will call for rapid implementation of two EU defense projects – Eastern Flank Watch and the drone/anti-drone project – at this week’s European Council, while reiterating support for Ukraine and the need to increase pressure on Russia.

Latvia will demand the fastest possible implementation of two European Union-level defense projects aimed at strengthening the bloc's eastern border. This position is outlined in an information report prepared by the Ministry of Foreign Affairs for the European Council meeting scheduled for June 18–19 in Brussels.
The ministry emphasizes that the projects “Eastern Flank Watch” and “DECODER” (drone and counter-drone capabilities) must be advanced as urgently as possible. The first project is being carried out in cooperation with Finland, Poland, Lithuania, Estonia and Sweden, while the second involves the Netherlands, Croatia and Spain.
Furthermore, Latvia will stress the need to continue work on improving the Single Market and ensuring fair competition conditions both internally and globally. Long-term support for Ukraine, based on its needs, remains a constant Latvian priority. The Foreign Ministry notes that the EU must continue all forms of support for Ukraine, including military aid, and strengthen Ukraine’s economic and societal resilience. At the same time, pressure on Russia should be increased by expanding its international isolation, including in sports and culture, and by curbing its economy.
Latvia also supports starting accession negotiations with Ukraine and Moldova by opening all clusters, beginning with the first – “Fundamental Rights”. The European Council this week will discuss further support for Ukraine, peace efforts, Ukraine’s integration into the EU, and maintaining sanctions against Russia.
The project applications were submitted in March, with detailed proposals submitted in May. Both projects align with Latvian and EU priorities in drone capability development and eastern border reinforcement. The DECODER project includes procurement of drone and counter-drone systems and the establishment of a network of technology and testing centers. The program includes EU co-financing to enable timely project implementation.
