Latvia is set to begin a debate on the possible introduction of entry quotas for citizens of third countries. This issue will be evaluated considering both security concerns and economic needs.

On one hand, migration control and security are important factors that would motivate the introduction of quotas. On the other hand, employers emphasize that the Latvian economy needs foreign labor to fill the shortage of workers.

Estonia's experience serves as an example, where a quota system is already in place. The Estonian case shows that such a system can be effective, but it must also allow exceptions to adapt to changing labor market demands.
