Russian Foreign Minister Sergey Lavrov, commenting on a drone attack on Moscow, stated that Russian forces will continue massive strikes on targets he claims determine the combat capability of the Ukrainian Armed Forces. He emphasized that words alone are no longer sufficient and that President Vladimir Putin has tasked the military with conducting regular massive group strikes.

On the night of June 18, drones also struck facilities in Russia's Rostov and Belgorod regions, causing fires at an oil depot in Gukovo and possibly at a military warehouse near Shebekino. Ukrainian drones penetrated Moscow's layered air defense and hit the Moscow oil refinery in Kapotnya, triggering a massive fire. Russian media have called this the largest drone attack in the last two years.
