Given the scale and frequency of these attacks, he suggests that the ability to manufacture long-range cruise missiles domestically may not, on its own, be enough to change the course of the war.
The development follows the UK's earlier supply of Storm Shadow cruise missiles to Ukraine, and marks a shift toward helping Ukraine build independent production capacity for such weapons rather than depending entirely on continued foreign deliveries.
