Lielvārde Council Spends Hour Debating Human Error in Café Lease

An extraordinary municipal council meeting in Lielvārde, called to fix a procedural error in the lease of the Spoon Cafe, turned into hour-long debates about procedures and interpersonal conflicts.

The extraordinary meeting of the Lielvārde municipal council, convened to resolve a technical issue regarding the lease of premises for the Spoon Cafe, turned into an hour-long discussion filled with accusations, arguments, and even calls to "keep your hands to yourself."

The meeting was necessitated by the need to renew a lease agreement with SIA "E.K.J.", which plans to open a café in the Lielvārde cultural center. The issue arose because entrepreneur Jānis Ķepiņš participated in the auction as an individual, not on behalf of his company, which he explained as a human error due to his lack of experience with such procedures in Latvia after living in Norway for 12 years.

Deputy Uldis Skudra questioned the procedure, arguing that such errors should not require an extraordinary council meeting. Meanwhile, deputy chairman Jānis Iklāvs explained that the decision was lawful and did not alter the auction results or terms.

During the discussion, deputies repeatedly strayed from the topic, debating meeting management and personal relationships. Santa Ločmele admonished the chair for failing to maintain order and confronted Egils Helmanis, who had tried to switch off another deputy's microphone. Egils Helmanis called the opposition's arguments "nonsense" and urged a simple vote.

After 57 minutes, the council finally voted, but the vote was followed by new disputes about whether deputy Martinsons had been given sufficient opportunity to speak. The meeting, which could have concluded in a few minutes, ended after an hour with disagreements over side issues.
