Liepaja and Tartu Conclude Joint Project for Regional Film Industry Development
The Interreg Estonia–Latvia project FILMLINK has concluded, strengthening cooperation between Liepaja and Tartu in the film sector through experience visits, an online seminar, an impact study, and a professional location catalogue for Liepaja.

The Interreg Estonia–Latvia project “FILMLINK” has ended, aimed at boosting collaboration between Liepaja and Tartu in the film industry. Implemented by the foundation “Liepaja 2027” together with the Tartu Creative Industries Centre, the project promoted knowledge exchange and regional film industry development.
Several activities were carried out during the project. In January 2026, representatives from Liepaja visited Tartu for an experience exchange, learning about film industry practices from Germany, Finland, Estonia, and Lithuania. In April 2026, partners from Estonia were hosted in Liepaja to study methods for measuring the economic and social impact of the film sector.
Additionally, an online seminar titled “Creating Film-Friendly Regions” was held in April 2026, where professionals from Sweden, Finland, Iceland, the Czech Republic, and Lithuania shared experiences on film fund operations and attracting investments.
In collaboration with location manager Ingrīda Nagle, potential filming locations in Liepaja were identified and professionally photographed. The resulting location catalogue will serve as a practical tool for the Liepaja Film Fund, producers, and location scouts, promoting Liepaja as an attractive filming destination. Highlights included diverse and authentic sites such as the Northern Forts, the seaside, the port area, industrial heritage, and the historic urban landscape.
The project also included a case study on the impact of film production in the Tartu and Liepaja regions, analysing expenditures, local business involvement, and employment in the film sector.
The total budget was EUR 87,357.50. Liepaja received EUR 39,175, with 80% (EUR 31,340) funded by the Interreg Estonia–Latvia programme and 20% (EUR 7,835) co-financed by the Liepaja State City Municipality.
FILMLINK is part of the thematic direction “Cinema Dream” under the Liepaja 2027 programme, which aims to strengthen film cooperation and create a long-term platform for industry development in both cities.
