Lithuania proposes confiscating powerful e-scooters and e-bikes for registration and insurance violations

A bill registered in the Lithuanian Seimas would impose fines and confiscation for using unregistered and uninsured powerful e-scooters and e-bikes on public roads.

A bill has been registered in the Lithuanian parliament that would strengthen liability for owners of powerful e-scooters and e-bikes if their vehicles are not registered and insured as required by law. Offenders could face fines and confiscation of their vehicles.

The initiators of the bill note that many vehicles look like electric micromobility devices or mopeds but exceed the allowed power and speed. They are not registered yet are used on sidewalks and bike paths at high speed, endangering pedestrians and child cyclists.

Under the proposal, riding an unregistered vehicle that technically does not qualify as a micromobility device or moped would result in a fine of 50 to 100 euros. A repeat offense would carry a fine of 150 to 200 euros. The legislation would also allow for confiscation of such vehicles.

The bill was submitted by MP Algimantas Radvila. It is scheduled to take effect on November 1, 2026.

Additionally, amendments have been registered that would allow not only police but also authorized municipal employees to stop e-scooters, e-bikes, and other micromobility vehicles and issue fines for violations. Currently, enforcement is done only by police, whose capacity is limited, leaving many violations unpunished.
