In Lviv, after clashes with recruiters, some participants apologize and promise to enlist

Following clashes in Lviv where a crowd overturned a recruitment center vehicle, several participants appeared in videos apologizing to soldiers and vowing to join the armed forces.

In Lviv, several individuals who took part in clashes with staff of a territorial recruitment center (TRC) later appeared in video recordings apologizing to soldiers. The videos were posted by Anton Petrovsky, a veteran of the Ukrainian Armed Forces, and Dmytro Kukharchuk, deputy commander of the 3rd Army Corps, who said they had held "educational conversations" with those involved in the unrest.

In one video, Lviv residents, including teenagers, chant "Glory to the TRCs!" and two participants ask for forgiveness. One promises to enlist in the Ukrainian Armed Forces; the other says he is a soldier on leave and promises to return to the front.

The clashes broke out on the evening of July 8 in the Sykhiv district during so-called mobilization measures. A crowd damaged and overturned a TRC vehicle. According to Lviv media, passersby noticed TRC staff notifying residents of mobilization and began interfering, escalating into clashes. Social media videos showed the crowd overturning the vehicle with shouts of "Shame!"

The Lviv regional TRC stated that the conflict began after personnel checked the documents of a 1996-born man who had been wanted since June 12 for violating military registration rules. One group of soldiers brought the man to the TRC while a crowd surrounded and blocked another group of TRC staff and their vehicle, acting aggressively and causing significant damage.

Prosecutors estimated around 200 people participated. Two military personnel were injured. Two criminal cases were opened: one for obstructing the activities of the Ukrainian Armed Forces and one for violence against a law enforcement officer. One participant, 23-year-old Oleh Havryliv, was arrested for allegedly spraying pepper spray and striking a police officer. In court, Havryliv stated he serves as a private in the 53rd Separate Mechanized Brigade, from which he had left without authorization in February 2025. His lawyer said he was beaten during arrest.

The TRC announced an internal investigation to assess the conduct of all parties, including soldiers and police. Lviv outlet "Zakhid" reported that police largely watched without intervening. A video also circulated showing a soldier striking a civilian; the TRC claimed it was taken out of context and may have been self-defense.

Kyrylo Budanov, head of Ukraine's presidential office, condemned the violence, asking who will protect citizens from the enemy if they attack their own soldiers. Ukraine's Defense Ministry also condemned the attack, noting that Russia benefits from such incidents. The ministry acknowledged the need to improve mobilization methods.

Human rights ombudsman Dmytro Lubinets called for reforming the mobilization system. President Volodymyr Zelensky described the incident as "very bad" and said relevant agencies are handling the situation.

Ukrainians have long complained about unlawful TRC conduct, including "busification" — illegal detention of men on the street. In 2025, the ombudsman received over 6,000 complaints against TRC staff.
