Who will attend
Zelensky said Ukraine's negotiating team will meet Jared Kushner and Steve Witkoff, with the talks expected to last two days. Ukraine's delegation in Florida will include chief of staff Kyrylo Budanov, along with Rustem Umerov, Sergiy Kyslytsya and David Arakhamia. Kyiv is counting on a European team to join.
According to a US source, American negotiators invited national security advisers from the United Kingdom, France and Germany, as well as officials from NATO and the European Union.

US officials said the envoys would address security guarantees for Ukraine, a post-war prosperity plan and other aspects of the conflict. The proposals build on ideas developed during Witkoff's and Kushner's visits to Moscow and Kyiv last month. Europeans have reportedly voiced frustration to Washington over energy costs, which Trump blames on Ukrainian attacks on Russian diesel refineries rather than on his Iran war. The US source said everyone is nervous about winter, which would be tough if the war does not end.
Background
US-led peace efforts have largely stalled while Washington has focused on its conflict with Iran, and Kyiv says Russia has stepped up air attacks. Zelensky said last week that the US wants to arrange a new round of talks with Ukraine and Russia by the end of October, and the Kremlin said last month that three-way talks could take place in October. Earlier rounds produced no tangible progress, as Moscow has not dropped its maximalist conditions.
Trump said this week he had a call scheduled with Russian President Vladimir Putin. AFP reporters saw Witkoff travelling with Trump on Air Force One on Wednesday on a trip to Texas.
