Major Khmelnytska: Joint Forces Command Creates Unified Digital Management Environment

Major Charlotte Khmelnytska, who leads digitalization at the Joint Forces Command of the Ukrainian Armed Forces, reports that over the past year her team has grown from a small department to a Center for Digital Transformations. Starting with training, they convinced personnel to use systems like Delta, Promin, and Neon, as well as Microsoft Teams and Planner for task management. The "digitalization virus" spread thanks to the commander's support, who made it a priority.

To enhance decision-making, they built an analytics system based on existing data rather than new reports. Initially analyzing losses, they now have 20 dashboards across 12 directions, including unmanned systems, artillery, air defense, logistics, and reconnaissance. A special "war dashboard" was created for the commander, visualizing key operation metrics.

The project faced challenges: most data is classified as "secret," and legislation has not adapted to wartime needs. Therefore, they used Power BI Desktop on a classified laptop instead of cloud solutions. Future plans include real-time dashboards and testing artificial intelligence on synthetic data. Khmelnytska emphasizes that digital tools already provide advantages on the battlefield, as speed and analysis quality are crucial.
