French President Emmanuel Macron convened a rare meeting at the Élysée Palace with the country's party leaders to discuss sharply rising energy prices. The talks come as the wars in Iran and Ukraine continue to weigh on energy markets, pushing France to seek responses to mounting costs.
Renaud Foucart, Senior Lecturer in Economics at Lancaster University's Management School in the UK, says France's energy and economic troubles reveal a deeper clash between economic constraints, political accountability and the approaching presidential election.
A dual purpose
According to Foucart, Macron's meeting with party leaders serves a dual purpose. It is partly an exercise in shaping his presidential legacy, and partly an attempt to force potential successors to directly confront a set of difficult issues: high energy costs, rising borrowing costs, a limited fiscal room for maneuver, and the politically "radioactive" pension reform.
Foucart argues these factors together create a demanding political and economic environment in which any future French leader will face hard choices. Energy price increases, driven in part by international conflicts, add to an already strained fiscal situation, with borrowing becoming more expensive and budgetary flexibility increasingly constrained.
