Musk Explains Why Starlink Use Was Restricted in Ukraine for Drone Strikes

Elon Musk, head of SpaceX, says Starlink use in Ukraine was restricted last week because Ukraine's armed forces employed it in attack drone operations. He stresses the satellite service was not switched off entirely.

Elon Musk, the head of the US space company SpaceX, has commented on why the use of the Starlink satellite communications system was restricted in Ukraine last week. The billionaire claims that Ukraine's armed forces used the system in attack drone operations, breaching the service's terms of use. The issue matters because Starlink serves as an important means of communication for the Ukrainian military during the war.

According to Musk, SpaceX last week prevented Starlink from being used for such purposes. He stressed that this was not a complete shutdown of the system in Ukraine, but a limit on one specific way of using it.

Civilian service and military system

Musk said Starlink was originally developed as a commercial communications service for civilian needs. Although it has become a key communication tool for Ukraine's armed forces in wartime, the company has not allowed it to be used in offensive operations.

SpaceX also offers a separate satellite system, Starshield, intended for government and military use. Musk noted that its use is under the control of the US government, separating the military-oriented service from civilian Starlink.

A bold claim about the front line

Musk also spoke about Starlink's role in Ukraine's defence. In his words, if the system were fully switched off, the Ukrainian front would collapse immediately. He emphasised that these remarks should not be taken as a threat, but as a description of the situation.

Earlier disagreements

Starlink became especially important in Ukraine at the start of Russia's full-scale invasion in 2022, when communications infrastructure was damaged and alternative solutions were needed. Its military use has nonetheless previously caused disagreement over how far a private company should influence the availability of communications during wartime.
