Narva ousts head of municipal housing agency Narva Linnaelamu, Aleksandr Pahomov

The supervisory board of Narva Linnaelamu, the target institution responsible for managing Narva's municipal housing stock, has decided to remove Aleksandr Pahomov from his position as board member and terminate his contract. Pahomov had led the institution since June 2023.

The board said the decision followed a review of the institution's management and financial documents, which uncovered a series of irregularities requiring immediate action. According to the board, after Pahomov's appointment through a competition in June 2023, the terms of his compensation as board member were repeatedly changed — his pay was increased and bonuses were paid out, raising the financial burden on the institution. Violations were also found in the annual financial reports for 2024 and 2025, which as a result failed to reflect the actual situation regarding payments to the board member. During his tenure, the terms of his employment contract and compensation were altered, leading to increased expenses for the institution.

The board noted that Pahomov was given an opportunity to explain the identified discrepancies, but the answers received were not sufficient to restore trust. A competition will be announced to select a new head of the institution.

Board composition and political context

The current supervisory board of SA Narva Linnaelamu includes Narva city council members Ivan Jegorov, Anton Nikolajev (both from "Plan B") and Nadežda Čerkašina (Centre Party). The board's composition changed in early August; previously it included representatives of the former coalition — Viktoria Lutus, Aleksandr Jefimov (both from "Narva 2.0") and Vera Grigorjeva ("Respekt").

Pahomov himself is also a city council member. He was elected on Mihhail Stalnuhin's "People's List," receiving 215 votes. That list formed the basis of the "Narva 2.0" faction, but at the end of July Pahomov joined the "Respekt" faction led by Katri Raik to help it continue operating.

Since the change of power in Narva, several high-profile dismissals have already occurred in municipal institutions. Sergei Gorlach, head of Narva Linna Arendus, and Svetlana Raudonen, director of the Narva Language Lyceum, both appointed under the previous coalition, have also lost their positions.
