The Centre Party faction in the Narva City Council has sent an official request to Mayor Katri Raik demanding clarification on actions taken regarding a man who has been frightening passersby on the Kreenholm viaduct for a prolonged period. Deputies note the situation causes serious concern among residents.

The Centre Party faction in the Narva City Council has submitted an official inquiry to Mayor Katri Raik, seeking details on measures taken by city authorities concerning a man who, according to residents, has been scaring people on the Kreenholm viaduct for an extended time. The deputies highlight that the situation is causing significant anxiety among the public.
Local media reports indicate that the man regularly behaves aggressively, shouting insults and threats at passersby. As a result, many residents, especially women and children, avoid crossing the viaduct alone. He has also been linked to a previous incident in the Soldino district, where a bus stop glass was shattered with a stone.
On June 25, Narva City Council Chairman Mikhail Stalnukhin had already contacted the Police and Border Guard Board. At that time, police stated that the man is considered someone in need of assistance, so the issue primarily falls under the purview of social services rather than law enforcement. City social services previously noted that they cannot restrict his movements because he voluntarily refuses the help offered.
Now, the Centre Party faction is asking the mayor to clarify what specific social support measures have been implemented in the past month, whether an official assessment of his health condition and capacity for independent living has been conducted, what steps the city plans to take to ensure public safety on the Kreenholm viaduct, and how cooperation between social services and the police is organized in such cases. The authors of the request emphasize that while the matter requires a delicate approach, ensuring residents' safety must remain a priority for the city government.
