The Narva City Council meeting, scheduled for 8 AM on Friday, June 26, began with an unexpected proposal from the Center Party faction to completely overhaul the approved agenda. At the start of the meeting, during the discussion of the agenda, faction chairman Vladimir Aret took the floor. On behalf of the deputy group, he read a demand to exclude 22 of the 25 planned items from the agenda.

According to the proposal, only three items should remain for further discussion: the exchange of real estate related to the construction of the Defense Forces base in Narva, the procedure for paying childbirth benefits in the city, and the compensation rules for employees involved in educational and upbringing work.

After Aret confirmed that the faction was submitting this as a single proposal, Narva City Council Chairman Mikhail Stalnukhin announced an emergency break. "Then I, as chairman of the city council, am taking a technical break of 60 minutes," Stalnukhin concluded, suspending the meeting until 9:04 AM to conduct legal and inter-faction consultations.
