Nevada set to lift Zoox's 100-robotaxi cap this month
A Nevada regulatory limit capping Amazon-owned Zoox at 100 robotaxis is expiring September 25, freeing the company to grow its Las Vegas fleet as Waymo, Tesla and Uber ramp up competing services.
A permit issued by the Nevada Transportation Authority (NTA) that has capped Zoox at 100 robotaxis is set to expire on September 25, according to confirmation from both an NTA official and a Zoox spokesperson, with the change also reflected in an updated permit.
The expiration won't immediately flood Las Vegas streets with hundreds of new vehicles, but it gives the Amazon-owned company more room to expand at a pivotal time. Waymo has just launched a commercial robotaxi service in the city, while Tesla and Uber have each secured their own permits for driverless ride-hailing.
Zoox currently operates roughly 100 of its custom-built robotaxis — distinctive cube-shaped vehicles without steering wheels or pedals — across four U.S. cities, including Austin and Miami, with most of the fleet concentrated in Las Vegas and San Francisco. For now, Las Vegas is the only city where Zoox charges passengers for rides; it still needs a separate permit from California regulators before it can charge there too.
Zoox began charging for rides in Las Vegas last month after the National Highway Traffic Safety Administration (NHTSA) granted it a temporary exemption from certain federal vehicle safety standards. That exemption mattered because Zoox's vehicles, unlike Waymo's, lack a steering wheel, pedals and other federally required controls. It permits Zoox to deploy up to 2,500 vehicles annually over the next two years.
A Zoox spokesperson declined to disclose how many robotaxis the company plans to add in Las Vegas or how many are currently running there, saying only that the fleet will grow steadily over coming months to meet strong demand. Robotaxi Tracker, which monitors autonomous vehicle deployments, estimates Zoox already has more than 30 vehicles operating in the city.
Competition is intensifying regardless. In August, the NTA approved permits allowing Tesla, Uber and Waymo to run commercial robotaxi services in Clark County, home to Las Vegas — permits that could collectively bring up to 7,000 robotaxis to the area within a year. Waymo has moved quickly, opening its service to customers earlier this month with dozens of its new Ojai minivan robotaxis operating in a designated zone of the city.
