As of July 1, a new rule has come into effect in Estonia, changing the violation threshold for mobile speed cameras. Now, a camera will only be triggered if a vehicle exceeds the maximum permitted speed by at least 6 km/h. Previously, the threshold was 3 km/h.

The police explained the decision as an effort to reduce the number of fines issued for violations that may result from momentary driver inattention. "Most drivers participate in traffic reasonably, and we assume that this change will significantly reduce the number of penalty notices sent," said Taavi Kirss, head of traffic supervision at the Police and Border Guard Board.

He added that currently nearly half of all fines based on camera-recorded violations involve minimal speeding. The change applies only to mobile speed cameras.

In Estonia, an average of 300,000 speeding fines are issued annually based on camera recordings. Two-thirds of these cases are captured by mobile cameras.
