From €85,000 to nearly a million: what Latvia's city festivals really cost
LA.LV surveyed Latvian municipalities on this summer's city festival spending, finding costs ranging from Liepāja's €85,000 to Riga's nearly €970,000 birthday celebration. Most of the budget typically goes toward technical setup, while artist fees are settled through individual negotiations.
As summer draws to a close, several Latvian cities have wrapped up their annual festivals, and LA.LV asked municipalities how much they spent. The figures vary more than tenfold.
Riga proved the most expensive, with its 825th anniversary cultural programme on 14–15 August costing around €970,000. Events took place across multiple venues, including Rātslaukums square, Vērmane Garden, Uzvaras Park and the 11 November Embankment, drawing an estimated 300,000 visitors. Per resident, that works out to just under €1.70.
Anniversaries and annual celebrations
Cēsis marked its 820th anniversary for about €165,000, only half of which came from the municipal budget — the rest was covered by sponsors, ticket sales and market stalls. Valmiera's 743rd birthday had a planned budget of €160,000, with roughly 60% going toward technical infrastructure such as stages, sound, lighting and toilets, and only 40% toward the artistic programme. Valmiera's parade drew more than 2,700 participants from 86 organisations, while its market featured over 320 traders.
Jelgava's 761st anniversary budget totalled €122,345, partly funded by the municipality and partly by trading fees and ticket revenue. Nearly 11,800 people took part in Jelgava's festival parade.
The most modest budget belonged to Liepāja's Sea Festival, at €85,000, covering the artistic programme, technical setup and children's activities, all offered free of charge. Jūrmala, meanwhile, hosts several separate festivals across its districts and spends more than half a million euros on them combined over the year.
Who sets artist fees
Municipalities explain that performers or their representatives propose an initial price, with the final fee settled through negotiation based on the scope of the programme and available budget. Cēsis notes that summer fees are generally higher across the board due to high demand, but denies that artists charge more specifically for city festivals. Jelgava compares offers against previous years' prices and other municipalities' experience.
Officials stress that a festival's value isn't measured only by how loud the closing concert is, but also by free admission, family-friendly programming and the chance for residents to celebrate their city together.
