The Norwegian government has said it will give Ukraine 500 million kroner (€48 million) in energy aid in November and December. The money is meant for repairing energy infrastructure damaged in Russian attacks and for purchasing equipment, so that Ukraine's power system can operate reliably before the winter season.

Norway's Energy Minister Terje Aasland announced the aid during a visit to Kyiv on Tuesday. It will be delivered under the Nansen programme, the Norwegian government's framework for support to Ukraine.

"Ukraine will soon enter a new wartime winter. To ensure the most stable electricity supply possible and avoid serious humanitarian consequences, it is extremely important that Ukraine receives funds to buy equipment to strengthen and restore critical infrastructure destroyed by Russian bombing," Aasland said.

How the money will be used

The funds will be paid through the Ukraine Energy Support Fund. The fund helps channel money quickly to specific repairs, new equipment and investments where the need is greatest. Ukraine itself decides which needs are most urgent.

Norway's support overall

According to the government, since Russia's full-scale invasion in 2022 Norway has allocated more than 16 billion kroner to Ukraine for gas purchases, restoring energy infrastructure and investing in new solutions.

In total, Norway's support under the Nansen programme in 2026 will reach 85 billion kroner. Of this, 15 billion kroner is civilian and humanitarian aid, which includes the energy funding, while 70 billion kroner goes to military needs.

Background

On 16 October, Sweden announced an aid package of 500 million kroner (almost €45 million) to support Ukraine's energy infrastructure before winter. On the same day, Ukrainian President Volodymyr Zelensky told EU leaders that Ukraine needs at least €70 billion next year to defend against Russian aggression.
