Vizii Urban and LAU Infra Grupa win contracts to maintain state roads in four regions

Over the next five years, SIA Vizii Urban will maintain state roads in the Riga and Ogre regions, while AS LAU Infra Grupa will handle the Bauska, Preiļi and Dagda regions. The combined contract value exceeds €57.6 million excluding VAT.

Latvia's state road authority has signed contracts for daily maintenance of state roads in four contract areas, awarding the work to two companies whose bids offered the lowest prices in their respective sections.

SIA Vizii Urban will maintain roads in the Riga and Ogre areas, while AS LAU Infra Grupa will cover the Bauska, Preiļi and Dagda areas, for the next five years.

Contract values and bidders

The Ogre area contract is worth nearly €10 million excluding VAT, with three companies submitting bids. The Riga area contract, the largest of the four, is valued at nearly €24 million excluding VAT and drew four bidders. The Bauska area contract totals €8.7 million excluding VAT with six bidders, while the Preiļi and Dagda area contract is worth €15 million excluding VAT, with only one company submitting a bid.

The procurement for these four areas was announced at the end of last year. This year, a new procurement covering the Liepāja, Cēsis, Madona, Gulbene, Alūksne and Smiltene areas has already been announced with bids opened, and three more procurements are planned for other parts of the country.

Maintenance framework

Since 2022, daily maintenance of state roads has been procured through open tenders, with the road network divided into 19 maintenance contract areas. This territorial division will remain unchanged for the 2027–2032 period.

In the new maintenance period, 1,860 kilometres of state roads are to be maintained under the comprehensive daily maintenance scheme, including 1,739 km of main state roads and 121 km of regional roads under the highest maintenance class. Under this scheme, contractors must continuously inspect roads around the clock, seven days a week including weekends and holidays, and organize maintenance work in line with contract requirements and government regulations. Contractors receive a fixed monthly payment, as stated in their submitted bid, for compliant delivery of the work.
