Mothers of Children Conceived from Crime Still Without Support: No Funds in Budget
Despite repeated calls from the Ombudsman, a support mechanism for children conceived from crime and their mothers has not been implemented due to lack of budget funds and political decision.

According to the Ombudsman's 2025 report, children conceived as a result of a criminal offense often have no father entry in the birth register. This occurs regardless of whether the biological father has been identified. This situation effectively relieves the father of child support obligations, while the mother cannot receive maintenance from the father or from the Guarantee Fund for Child Maintenance.
In 2024, the Ministry of Justice responded to the Ombudsman's proposal and concluded that a new form of support for children without established paternity might be needed. However, such support has not yet been introduced. The Ombudsman has raised the issue again with the Ministry of Justice and the Ministry of Welfare.
The Ministry of Welfare promised to cooperate with state and non-governmental organizations to find the best solution. The Ombudsman considers the prolonged delay unacceptable. However, as Delfi found out, no progress has been made due to lack of funds in the state budget, which is a political decision. Currently, implementing new support is not possible.
