Latvian State Roads (LVC) has selected contractors for daily maintenance of state roads in several contract territories for the next five years. "Vizii Urban" will continue handling the Riga and Ogre territories, while "LAU Infra grupa" will take on the Bauska, Preiļi and Dagda territories. Both companies submitted the lowest bids in their respective sections.

"Vizii Urban" will receive 9.998 million euros excluding VAT for the Ogre territory contract and 23.993 million euros excluding VAT for the Riga territory. "LAU Infra grupa" will receive 8.701 million euros excluding VAT for the Bauska territory and 15.006 million euros excluding VAT for the combined Preiļi and Dagda territory.

Procurement system since 2022

According to LVC, daily maintenance services for state roads have been procured through open tenders since 2022, with the road network divided into 19 contract territories. Several procurements are planned for the next period, from 2027 to 2032, preserving the existing territorial division, though they will be announced at different times and take effect gradually. Each contract will run for 60 months.

In the new period, 1,860 kilometers of state roads are to be maintained under the complex daily maintenance (KIUD) approach — 1,739 kilometers of main state roads and 121 kilometers of regional state roads with the highest maintenance class. Under this method, the contractor must inspect road sections around the clock, seven days a week, including weekends and holidays, and organize maintenance work accordingly.

The company, owned by AS "CleanR grupa", was registered in 2022 and has share capital of 1.936 million euros. Last year its turnover reached 19.795 million euros, up 16.5% year-on-year, while profit slightly declined by 0.8% to 1.556 million euros.
