Opposition in Narva City Council Does Not Rule Out Another No-Confidence Vote

The opposition in the Narva City Council, comprising members of the Center Party and the "Plan B" group of deputies, does not rule out initiating another vote of no confidence against the city leadership. This could potentially occur at the upcoming session on June 26.

Earlier this week, the Ministry of Justice responded to documents submitted by the Narva opposition regarding the legality of the June 1 session, stating that a more thorough analysis is needed. However, the ministry recommended that deputies act in accordance with the legislative amendment taking effect on July 1 at the earliest opportunity.

Minister of Justice and Digital Technologies Liisa-Li Pakosta explained that there is a legislative gap: council members have the right to make a proposal, but current law does not address the situation when the chairperson fails to convene a meeting. The amendment, passed by the Riigikogu in January, closes this gap as of July 1.

Opposition deputies from the Center Party and the "Plan B" group still hope to receive a concrete answer regarding what was done correctly or incorrectly. At the same time, they do not exclude the possibility of a renewed no-confidence motion against Narva's leadership. Urbo Vaarmann ("Plan B") emphasized that if no answer is received, they will resubmit the no-confidence application, raising the same issues. He expressed confusion over how Mikhail Stalnuhhin could simply refuse.

The Minister of Justice also does not support Stalnuhhin's actions and believes that city council sessions should be conducted in a correct and mutually respectful atmosphere. In her assessment, such an atmosphere currently does not exist in Narva.
