Contract Signed for Completion of Stradiņš Hospital A2 Building
The Latvian State Real Estate (VNĪ) has signed a contract with NSHC Group to complete the A2 building of Paula Stradiņš Clinical University Hospital for €96.8 million, with works to be finished in 36 months.

On July 2, 2026, the state-owned company "Valsts nekustamie īpašumi" (VNĪ) signed a contract with the partnership "NSHC Group", which includes SIA "Hanza Construction Group" and SIA "Baltic Construction Company (BCC)", to complete the construction of the A2 building at Paula Stradiņš Clinical University Hospital (PSKUS).
The base contract price for construction is €96.8 million, while separate works are valued at €4.76 million. These separate works involve materials and equipment previously purchased for the project and will be used if the material evaluation committee deems it necessary. Construction is planned to be completed within 36 months, with the building expected to be handed over in the first half of 2029.
The site has been handed over to the builder, and initial works are to begin shortly. Jeļena Gavrilova, chairwoman of VNĪ's board, noted that the procurement process was challenging as it followed the termination of a previous contract, requiring thorough re-evaluation.
Initial tasks include setting up part of the construction site, updating the building design, and demolishing partitions and utility networks to address mold contamination. Works will follow a "design and build" approach, including a remediation program and mold monitoring.
The new building will house the Emergency Medical Center, surgical and neurosurgery departments, neurology and stroke units, intensive care units, and the Women's and Children's Clinic with a maternity block. The project aims to improve patient care organization and provide modern facilities.
VNĪ received a positive opinion from the Procurement Monitoring Bureau (IUB), confirming the legality of the re-evaluation. Previously, IUB had prohibited signing the contract after a complaint from SIA "Aimasa", but after re-evaluation, NSHC Group retained its status as the most economically advantageous bidder.
Three bidders participated: "Aimasa" (€114.07 million), "NSHC Group", and "SNL būve" (€133.65 million). The previous contract with SIA "Velve" was terminated in February 2024 due to mold risks, delays, and cost overruns. Velve has spent over €3 million on design and over €47 million on construction, with a dispute over an additional €11 million pending in court.
