Investigation into Drone Incidents in Rēzekne Finds Deficiencies but No Disciplinary Action

The Ministry of Defense's internal investigation into the May 7 drone incidents in Rēzekne revealed shortcomings in communication systems and response protocols, yet no official received disciplinary measures. Minister Melnis ordered the implementation of recommendations.

The Ministry of Defense (MoD) has concluded an internal investigation regarding the entry of Russian unmanned aerial vehicles into Latvian airspace on May 7, when two drones crashed in Rēzekne, damaging an oil product storage facility. The investigation analyzed classified documents of the National Armed Forces (NAF) and standard operating procedures, resulting in a classified final report. Current Defense Minister Raivis Melnis, after reviewing the report, instructed the NAF and relevant MoD departments to ensure the implementation of the proposals.

The investigation primarily assessed the adequacy of communication systems, channels, and response algorithms relative to the threat intensity, as well as the response and inter-agency communication processes. Deficiencies were identified, and recommendations were developed to address them, which will be tested in regular NAF and other institution exercises and training. The proposals aim to improve response algorithms, enhance information exchange and cooperation among involved services, and strengthen public information about potential airspace threats. Based on the findings, amendments to regulations concerning compensation for damages have also been initiated.

No disciplinary sanctions or proceedings were initiated against any official during the investigation. It is recalled that following the May 7 incident, amid public and political criticism, then-Defense Minister Andris Sprūds (P) ordered the investigation. Subsequently, the drone incidents cost Sprūds his position, and soon after, the entire government of Evika Siliņa (JV) fell.
