Food Reserve: Who Gets Supplies in a Crisis?

The Latvian government has for the first time laid out a detailed plan for how the state will provide for its residents if daily life is so disrupted that regular food deliveries become impossible. The reserve includes pasta, canned goods, water, and bread.
