Public Consultation on New Teacher Salary and Workload Regulations

Latvia's Ministry of Education has drafted new rules for teacher pay and workload, including a uniform 40-hour workweek from 2027 and a minimum salary increase to €1,566. The public can submit opinions until July 17.

The new draft regulations will replace the current Cabinet of Ministers Regulation No. 445, which has been amended multiple times and become fragmented. The proposal is now open for public consultation until July 17, allowing everyone to provide feedback.

A key change is the introduction of a standard 40-hour workweek for all teachers, who currently have varying workloads of 30, 36, or 40 hours. Starting September 1, 2027, a full-time workload will be 40 hours. The minimum monthly salary for a full-time position will rise from €1,410 to €1,566. The Ministry of Education emphasizes that this will not increase teachers' actual work volume.

The bonus system is also clarified. A 10% bonus for working in state gymnasiums will now apply to principals and their deputies. Bonuses for leadership quality will be reduced to 30%, aligning with bonuses for additional pedagogical work.

To ensure transparency and comply with the EU directive on gender-neutral pay, schools will publish criteria for setting salary rates, workload distribution, and awarding bonuses on their websites. The regulations also add the position of social pedagogue, whose salary will be funded from the state budget.

To participate, visit the Unified Legal Acts Portal, authenticate via e-identification tools, and submit proposals or objections by July 17.
