Poland's Ministry of Agriculture and Rural Development is pushing to secure €37 billion for Polish farming under the EU's Common Agricultural Policy (CAP) after 2027. Ministry representative Bogdan Pomianek said so during a webinar organised by the trade publication AgroHorti Media. All figures remain proposals and demands for now, as EU-level budget talks have not finished.

The sums on the table

According to Pomianek, the ministry considers a proposal to keep funding at about €32.8 billion insufficient. Depending on the type of support, EU money may also require co-financing from the national budget. The ministry also stresses that at least €9 billion must be secured for rural areas, covering infrastructure, access to services and jobs outside farming.

Separately, the European Commission has proposed €123.3 billion for Poland under the multiannual financial framework. That sum covers a broader plan: not only the CAP but also measures previously funded through cohesion policy. Income support under the CAP is listed at €24.6 billion, and just under €200 million is named for fisheries policy. These amounts do not represent the entire farming budget, as they leave out items such as investments and agri-environmental programmes.

One plan for several funds

The new period is to bring a national and regional partnership plan, combining CAP, cohesion and fisheries measures in one document. The ministry's representative said this should simplify the Commission's assessment of documents, but member states will carry more responsibility for preparing the plan and dividing the money. Once EU talks conclude, Poland will still have to decide how to split funds among farming, energy, defence and infrastructure.

Payments stay, names may change

The basic structure of support may remain similar to today's. The draft rules provide for income support, production-linked payments, support for areas with natural constraints and aid for small farms. Basic income support may be replaced by degressive, area-based income support. Payment levels and rules are not yet settled and will depend on the final legislation and the budget. Income payments will compete for funding with investments, support for young farmers and agri-environmental measures.
