Reinsalu and Madison Extend Suspension of Mandates in Tallinn City Council

The Tallinn City Electoral Commission extended the suspension of mandates for Urmas Reinsalu and Jaak Madison for another three months, until 14 October 2026.

On Friday, 3 July, the Tallinn City Electoral Commission extended the suspension of council mandates for Urmas Reinsalu (Isamaa) and Jaak Madison (Centre Party) for another three months, based on their applications.

Isamaa party chair and Riigikogu member Urmas Reinsalu extended his suspension from the Tallinn City Council until 14 October 2026. He will continue to be replaced by entrepreneur and former combined skier Allar Levandi.

European Parliament member and Centre Party member Jaak Madison also extended his suspension from the Tallinn City Council until 14 October 2026. He will continue to be replaced by non-partisan Jana Guzanova, who ran on the Centre Party list in the autumn 2025 municipal elections.

In Estonia, the law allows national and European Parliament members to also serve in local councils, but not all take up this opportunity. For example, of the seven MEPs elected to the Tallinn City Council, only two continue to work at the municipal level: Jana Toom (Centre Party) and Jüri Ratas (Isamaa).

Madison worked in the city council until mid-April 2026, then suspended his mandate for the first time in this term. Reinsalu, meanwhile, has been continuously extending his suspension since mid-January 2026.
