A photograph circulating on social media shows a food delivery courier riding through the streets of Riga with his face almost entirely covered. While such a sight is not unusual in the capital, the image has sparked a wider public discussion about whether a person's face should be visible in public places.
The debate began on the platform "X", where a user addressed Riga's deputy mayor Edvards Ratnieks and Interior Minister Jānis Dombrava, asking whether anything could be done to discourage riders from covering their faces. The post argued that if a crime were committed, surveillance cameras would be unable to identify such individuals.
Opinions divided
Several commenters offered a practical explanation, noting that covering one's face while riding an e-scooter in cold, windy autumn weather helps protect against the elements, much like wearing warm gloves or a hat. Many stressed this has nothing to do with criminal intent.
Others, however, said a fully covered face in public makes them uneasy or even frightened. One commenter described encountering such a person in her stairwell and feeling unsafe as a result.
Participants also recalled that the issue of face coverings in public spaces has come up before in Latvia — the Ministry of Justice had previously drafted a bill aimed at restricting the practice. Another participant asked how such rules would apply to motorcyclists wearing helmets.
