Riga City Council explains who qualifies for housing benefits
Riga municipality has clarified that housing benefits covering heating and utility costs are not granted automatically but only after assessing a household's income and financial situation.

As the heating season approaches, more Riga residents are asking about housing benefits. The city council reminds that this support is not automatic — it is granted only after evaluating each household's social and financial circumstances.
What the benefit covers
The housing benefit helps cover costs for rent and building management, heating, natural gas, electricity, water supply, sewage, waste management, as well as telecommunications and internet services. Only households meeting criteria set out in regulations are eligible.
How assessment works
Eligibility is determined based on household income, movable and immovable property owned by each household member, and any savings. Every person in the household must submit income documents to Riga Social Service covering the last three full calendar months, including bank account statements, along with receipts proving housing-related expenses. Details on which assets are considered appear in Article 36 of the Law on Social Services and Social Assistance.
Financial assessments are conducted regularly: households consisting only of pensioners or people with disabilities are reviewed every six months, while households with at least one working-age member are reviewed every three months.
A heating-cost quirk
The benefit is calculated based on housing expenses from the previous or current month. Since heating season is only beginning in many areas, October bills often do not yet include heating costs, and projected future heating expenses are not factored into the calculation. Once residents receive bills reflecting actual heating costs, those amounts will be included through a recalculation.
