Rīgas siltums to Set Maximum Heat Energy Purchase Price Each Month Starting October

The Public Utilities Commission has approved a procedure requiring Rīgas siltums to calculate and publish a maximum price for purchasing heat from independent producers in the competitive market segment, effective from October 2026.

Starting October 2026, AS Rīgas siltums will determine a maximum monthly purchase price for heat energy, which independent producers cannot exceed when selling heat in the competitive segment. The procedure was approved by the Public Utilities Commission (SPRK).

The regulation applies to heat purchased by Rīgas siltums from independent producers in Riga’s right bank, where several companies operate. The aim is to protect consumer interests when natural competition is limited, especially during winter months.

The framework was developed under the Energy Law, which mandates SPRK to set a maximum price for operators delivering more than two million megawatt-hours of heat per year. Currently, only Rīgas siltums meets this criterion.

SPRK Chairperson Alda Ozola stated that the mechanism will help shield residents from unjustifiably high prices during low-competition periods, while also encouraging investment in economically efficient solutions.

The maximum price will be calculated based on Rīgas siltums' current heat production tariff, adjusted for market conditions and considering wood chip price trends. The price will be reviewed monthly.

During public consultation, comments were submitted by SIA Juglas jauda and SIA Gren Rīga, and a coordination meeting was held on June 27.

Rīgas siltums group turnover for the first half of fiscal year 2025/2026 (October to March) was €208.386 million, up 10.1% year-on-year. Profit reached €40.254 million (up 20.6%). The parent company’s profit increased 56.1% to €35.081 million. The company is owned by Riga City (49%), the Latvian state (48.99%), SIA Enerģijas risinājumi. RIX (2%), and Latvenergo (0.005%).
