Estonia's RKAS to order shelter plans for nearly 400 buildings
Estonian state real estate company RKAS will commission shelter plans and room adaptation proposals for almost 400 buildings, at an expected cost of 520,000 euros.
The Estonian state real estate manager Riigi Kinnisvara AS (RKAS) is launching a procurement to develop shelter plans and room adaptation proposals for nearly 400 buildings, with an expected cost of around 520,000 euros.
The move follows a government regulation adopted in spring on shelter construction and the arrangement of protective spaces, aimed at expanding options for protecting the population.
RKAS real estate management director Priit Valk told ERR that priority will go to buildings covered by the regulation's requirements — those with a usable area exceeding 1,200 square meters. RKAS has about 200 such buildings, but the procurement covers up to 400 objects, meaning shelter plans can also be developed for smaller buildings not formally required by the regulation. Valk added that RKAS will only begin work on plans for smaller buildings once all buildings mandated by the regulation have been covered.
What the procurement includes
Beyond the plans themselves, RKAS will also commission an assessment of shelter possibilities, proposals for reconfiguring rooms, guidance notes for people responsible for organizing shelter and for building users, as well as proper marking of evacuation routes and briefings for people in the buildings. According to Valk, the procurement covers both the development of documentation and all related accompanying measures.
Construction work itself is not part of this procurement — it will be organized separately once the plans are completed. Valk noted that under the regulation, plans must be ready by July 1, 2027, while construction work to adapt the premises must be completed by July 1, 2028, adding that given these deadlines the task ahead is an ambitious one.
