Ruks Comments on Two High-Profile Incidents: Control Outside Duty Hours Is Limited

Armands Ruks, the chief of the Latvian State Police (VP), told LETA that police officers are constantly tested, but it is impossible to provide individual control for every officer every day. This statement comes after two high-profile incidents: over the weekend, an off-duty drunk police officer in Priekulė fatally assaulted a teacher, and on Wednesday, a police officer in the Aizkraukle area caused a traffic accident while under the influence of alcohol and fled the scene.

Ruks emphasized that the biggest challenge is controlling officers' behavior outside their service duties, as the police have no right to ask employees what they are doing on their days off. Regarding the Priekulė case, Ruks noted that the officer had a positive record, had graduated from a sports school, maintained good physical fitness, and had no known addictions. He assured that the investigation would clarify all circumstances and that the police do not tolerate such a serious crime.

A service inspection has been launched to also evaluate systemic issues. Ruks admitted that disciplinary violations occur within the police, with the most common off-duty offenses being driving under the influence and inappropriate online behavior. He pointed out that police are not the only profession facing such issues, but public expectations are higher. He attributed the problem partly to broader societal issues such as high alcohol consumption and the negative daily environment officers face.

Ruks reported that he has ordered an internal audit to assess the current control system and disciplinary oversight mechanisms. Simultaneously, a service check has been initiated against Ruks himself by Interior Minister Jānis Dombrava (NA). The check will look for signs of disciplinary violations and may last up to one month. Ruks told Latvian Radio that he does not intend to resign.

Interior Minister Dombrava stated that the situation is unacceptable and announced that, following the tragedy in Priekulė, some police officers—specifically those carrying weapons and using service vehicles—will be subject to mandatory daily alcohol tests. The ongoing service check at the Southern Kurzeme station could result in a change of leadership.
