Saeima approves import ban on certain Russian and Belarusian goods

In an emergency session on Thursday, the Saeima adopted amendments to the Law on Support for Ukrainian Civilians, imposing a national import ban on certain industrial goods from Russia and Belarus. The vote was 66 in favor, eight against from the "Stabilitātei" faction, and eight deputies from "Latvija pirmajā vietā" did not participate. Three emergency sittings were convened to pass the law.

The ban covers books, newspapers, video games, sports equipment, toys, clothing, and footwear. The exact list will be specified in Cabinet regulations. It applies to direct imports from Russia and Belarus as well as goods of these origins imported via third countries. Transit through Latvia to other EU member states is not restricted.

The Foreign Ministry stated the aim is to reduce revenues for aggressor states and strengthen Latvia's security. Since 2022, imports from Russia and Belarus have decreased by 91%, amounting to €193 million in 2025 (0.8% of total imports). The targeted goods account for approximately €12.5 million.

The government acknowledges that wholesalers will be most affected, needing to find new suppliers. Potential price increases and longer delivery times are expected, but substitutes are available. The ban also serves as a policy signal, as it cannot fully prevent goods from entering via other EU countries under single market rules.

The law mandates an annual review of its impact. The first assessment must be submitted to the Cabinet by March 1, 2027.
