Latvian Parliament Grants City Status to Carnikava
The Saeima approved amendments in the final reading granting city status to Carnikava, as it already functions as a city and its population exceeds the legal threshold.
On Thursday, July 23, the Saeima adopted final-reading amendments to the Law on Administrative Territories and Populated Places, granting city status to Carnikava. Previously classified as a village, Carnikava had 5,305 registered residents as of April 2026, surpassing the 5,000-resident threshold required by law for city status.
Oļegs Burovs, head of the State Administration and Municipal Committee, emphasized that Carnikava already functions as a de facto city, and the status change will resolve the mismatch between its administrative status and actual development, while creating additional opportunities for growth and investment.
The process for changing Carnikava's status began in September 2025 following a decision by Ādaži Municipality Committee. Carnikava is already designated as a development, recreation, and tourism center of municipal importance in the Ādaži Municipality Sustainable Development Strategy 2013–2037. City status will strengthen Carnikava's identity and competitiveness, boost investment attraction and business development, and improve public service planning.
A concrete benefit mentioned is eligibility for support instruments currently available only to cities, such as funding for environmentally friendly heating solutions in private homes, which is not supported in villages.
