Latvian parliamentary committee holds back permanent residency changes for Ukrainians

A Saeima committee on Tuesday declined, at first reading, to advance amendments that would create a special path to permanent residence permits for Ukrainian citizens in Latvia. The proposal's future is currently unclear.

The Saeima's Defence, Internal Affairs and Corruption Prevention Committee reviewed proposed amendments to the Law on Support for Ukrainian Civilians on Tuesday. During the first reading, committee members decided not to support moving the changes forward at this time.

The amendments would have introduced a separate, simplified procedure allowing Ukrainian citizens to obtain permanent residence permits in Latvia. Such a permit typically grants a longer-term, more stable legal status than the temporary protection or fixed-term residence permits many Ukrainian refugees currently hold.

By declining to advance the bill, the committee has effectively paused the legislative process for these specific changes, at least for now. No immediate change to the existing rules governing Ukrainian citizens' residency status in Latvia follows from this decision.

The matter touches on a broader question facing Latvian lawmakers: how to handle the long-term legal status of Ukrainians who have been living in the country since fleeing the war. That question required committee-level review before any further steps could be taken in the full Saeima.
