Xi Jinping proposes open-source AI cooperation zone for BRICS nations

Chinese President Xi Jinping has unveiled a plan calling for BRICS nations to cooperate on open-source artificial intelligence, according to a readout of his speech distributed by state broadcaster CCTV.

Described as an "initiative on open-source and inclusive AI", the plan includes a pledge to support joint work on developing and applying large language models. Xi also proposed setting up dedicated AI research and training programmes for BRICS member states, aiming to build a shared, open AI ecosystem across the bloc.

China's open-source lead

In recent years, Chinese AI firms have released several open-source models considered among the most advanced in the world, with their underlying code available for outside adaptation. This stands in contrast to the approach taken by many US developers, who have generally kept their systems closed.

BRICS, whose members include China, Russia, India and other major emerging economies, was founded in 2009 to give rising economic powers a stronger voice in global institutions long dominated by Western nations.

Push for global governance rules

Xi additionally called for the creation of a broad, consensus-based framework for global AI governance, as concern mounts internationally that oversight of the fast-moving technology could slip out of reach.

Xi is expected to travel to the United States later this month for meetings with President Donald Trump, with AI governance likely to feature among the topics discussed between the two leaders.
